The First Cleveland Administration

Grover Cleveland's initial term was filled with attempted and successful reform efforts, including a Naval Building Program, formation of the Interstate Commerce Commission, continuation of civil service reform, a new Presidential succession law, a crackdown on Railroad Land Accumulations, a confrontation with the G.A.R. over pension issues and a strong pro-management stand in the wake of the Haymarket Square Riot. Overarching all of these issues were the giant questions about the future of the currency and the tariff.
