The site was named for the first woman settler on Harstine Island, Mrs. Philora Jarrel.

The 43-acre marine park features picnicking, hiking, boating, clamming, camping and fishing.

Besides the water access, Harstine Island is connected by a bridge to the mainland, off Highway 3 between Shelton and Grapeview.

The Washington State Parks system includes more than 125 developed parks and covers about a quarter million acres.
